In February 1977 Bishop Dixon came to Dallas to convene the first Black Church Convocation of the South Central Jurisdiction. The night before that event began, he presented a leadership commendation plaque to Rev. I. B. Loud, pastor of St. Paul United Methodist Church and president of the West Texas Fellowship, on behalf of former West Texas Annual Conference (Central Jurisdiction) members and laity.
